General Discussion
Aggressive marketing, exposure to violent videogames and negative media coverage is damaging children's wellbeing, according to a poll. The survey, published by The Children's Society as part of its ongoing Good Childhood Inquiry, found 89 per cent of adults feel today's children are more materialistic than past generations. And nine out of 10 think advertising to children at Christmas puts pressure on parents to spend more than they can afford.

Education
Truancy rates in England's schools are at their highest since 1997, the latest figures show. An estimated 63,000 pupils truanted every day, equating to 1% of all school sessions missed without a valid reason. This is also a rise of a quarter, or 0.21 of a percentage point, on comparable figures from last year which were 0.79%. The government has written to local authorities urging them to keep up the pressure on persistent absenteeism.

Between 2004 and 2007 over 30,000 penalty notices were issued to parents because of their child's high level of unauthorised absence. And more than 19,000 parenting contracts were agreed to improve attendance, ministers said.

Child Protection
Parents will get new powers to check if people given unsupervised access to their children have paedophile convictions, the government has said. The scheme, which was announced by the government last summer, will be trialled in Cambridgeshire, Hampshire, Cleveland and Warwickshire. The scheme will allow single mothers to ask police whether potential boyfriends have child sex convictions. Home Secretary Jacqui Smith says the information will be tightly controlled.

Policy and Practice
Youth workers should only be allowed to practise if they have a valid licence, The National Youth Agency's chief executive has said. Fiona Blacke told last week's Transforming the Youth Workforce conference in London that the creation of a youth worker register would help services to integrate with other parts of the children and youth sector. She said the proposed register would apply to all youth workers, including those in the voluntary sector.

It would mean "anyone working with young people would need to be Criminal Records Bureau checked and have a degree or some form of higher education qualification". Blacke added that the register, coupled with common training for everyone working with young people, would reduce conflicts caused by service integration. David Hunter, chief executive of Lifelong Learning UK, said that introducing a licence to practise would be essential if the youth sector was serious about its professional status.

Policy and Practice
The government's confused and inconsistent delivery of the Connexions Transition Fund is causing uncertainty and damaging the levels of service, sector professionals have warned. The money, which will be split between the local authorities in each partnership area, is intended to meet the costs incurred during the transfer of services to local authority control.

But the process is shrouded in secrecy with Connexions partnerships required to bid for a share of the money without being clear about what it can be used to fund. Figures obtained under the Freedom of Information Act show the amount awarded varies vastly between areas, from £1.5m to as little as £12,000, with others yet to find out how much they will receive.
